Gender Budgeting Cell-(GBC)

In pursuance to the recommendations of the Inter-Departmental Committee set up under the Chairmanship of Secretary (Expenditure) to consider issues regarding Gender Budgeting, the Department has established a “Gender Budgeting Cell” with the following composition:

 Terms of Reference of the Cell are as follows: -

  • To make an assessment of the benefits reaching women through the existing programmes and schemes of the Department. The assessment is to be reflected in the Annual Report of the Department.

  • To come up with specific schemes targeted towards women.

  • To clearly bring out scheme-wise provisions and physical targets for benefiting women in the Annual Plan and Performance Budget of the Department.

  • To provide inputs for the detailed Demands for Grant for the year 2005-06.          

The Gender Budgeting Cell has to take necessary action as per the guidelines/ circular of Ministry of Finance for identifying specific schemes. The programmes of the Department of Biotechnology comes under “economic services”. The Department has earmarked  budget for the benefit of women under the schemes such as Biotechnology Society programme for Women and Biotechnology awards for Women Scientists etc. In addition to R&D, other schemes for women scientists includes M.Sc. biotechnology students; fellowships/ awards – Ph.D., Post doc., overseas and other awards including travel support and number of women   Project Investigators (PIs) in all DBT funded projects.

The Department of Biotechnology has already supported programmes for Gender Budgeting under various schemes. Suggestions  are invited for initiating new schemes in the area of biotechnology for the benefit of women.
